กรมสรรพสามิตมีแผนที่จะปรับปรุงโครงสร้างภาษีใหม่ทั้งหมด?? โดยเฉพาะวิธีการคำนวณภาษี?? ที่ปัจจุบันจะคำนวณภาษีสินค้าหน้าโรงงาน?? ซึ่งพบว่ามีปัญหามาก? ทั้งเรื่องของต้นทุนผู้ประกอบการที่ไม่สะท้อนความเป็นจริง? ผู้ประกอบการสามารถแจ้งราคาต้นทุนต่ำ? เพื่อมาคำนวณภาษีต่ำ? โดยการเข้มงวดการปราบปรามมากขึ้น? ซึ่งในปีนี้จะดำเนินการแผนติดตามตรวจสอบการขนย้ายสินค้า? โดยใช้ระบบจีพีเอส ติดตามรถยนต์ที่บรรทุกน้ำมัน? การติดแสตมป์กับสินค้าประเภทสุรายาสูบ? รวมถึงจะมีการทำแผนที่ผู้ประกอบการทั่วประเทศมีการลงพิกัดผู้ประกอบการทุกรายที่เป็นผู้เสียภาษีเพื่อให้กรมมีข้อมูลการขนถ่ายติดตามสินค้าให้มีความรัดกุมยิ่งขึ้น? ไม่ให้สูญเสียเม็ดเงินภาษีที่รัฐบาลควรได้รับ? เนื่องจากที่ผ่านมาพบว่า? มีน้ำมันที่ได้รับสิทธิยกเว้นภาษีสรรพสามิตเพื่อไปขายในต่างประเทศ? แต่ไม่ได้มีการขนน้ำมันออกไปจริง? โดยนำมาขายในประเทศทำให้รัฐเสียรายได้ภาษี? ยิ่งในช่วงที่น้ำมันราคาแพงยิ่งทำให้การลักลอบมากขึ้น ???? สำหรับเรื่องเขตการค้าเสรี?
